The bar chart shows 5 countries’ spending on health in 2002.

The bar chart illustrates the national expenditure for health in Japan, Italy, Germany, and the USA during 2002.

According to the chart, the public health spending made up a crucial spending. Compared with the USA, which spent 8%, the highest percentage among these five countries, Japan spent the least, 5.4%. And Germany even consumed twice on it than on private health.

In terms of the private spending on health, on which people in the other four countries generally spent less, the USA, serving as an exception, consumed the most, reaching 9%, even higher than the spending of public health, while Germany represented the lowest one, 2%.

All these five countries spent greatly on health, both in public and in private. It accounted for 12% in the USA, which was the highest figure among them, followed by that of Germany and that of France. And the lowest proportion, about 5%, belonged to Japan.

Overall, the five countries attached importance to health according to their expenditure on health.

In parts of world, children have more freedom than they used have. Do you think it is a positive or negative development?

In a world where children’s physical and mental development is highly valued, the phenomenon that more freedom is given to them has increasingly becomes a commonplace. Objectively judged, I deem that more undesired results might arise from this trend.

One apparent drawback of this phenomenon is that children are more likely to go astray under some negative influences. Lacking basic life experience, children might feel hard to differentiate right from wrong, which means they are short of moral compass and behavior patterns which are socially acceptable. Under the circumstances, less control and guidance from parents or teachers will expose the children to a social setting where there are a host of negative and misleading information such as videos full of violence, advertisements aimed at children and media coverage beaming with disasters.

Another underlying problem this trend is children may become self-centered. Freedom sometimes means children are free to choose whatever they are passionate about and do whatever they desire to do without much supervision or control. This means there is no much necessity to take others feeling and stance into account, and this tendency, if unchecked, will jeopardize empathy and altruism, the two vital characters and asset that children are supposed to have natured before their adolescence.

Although the disadvantages of this phenomenon dominate, there are also some beneficial points worth mentioning. Certain degree of freedom can do good to children’s unique development, helping to cultivate imagination and creativity. Also, children’s autonomy is a demonstration of the advance in traditional parenting, in which children used to be quite submissive and under rigid control of their parents.

To conclude, children, who are still incapable of distinguishing good and evil, are better to be brought up with less freedom.
